This is a bow wave.

When the bow waves of boxier vehicles (Semis, box trucks, trailers, RVs) interact, they create a low pressure area between the vehicles. This creates a suction that pulls the vehicles together. If you've ever driven a trailer past a semi, you've felt this instability as a "sway".
